DAVID MCLAREN HONOURED WITH THE 2025 “EXCELLENCE IN HEALTH LEADERSHIP AWARD – INNOVATIVE LEADERS”

November 6, 2025, Montreal, QC – The First Nations Health Managers Association (FNHMA), in partnership with Healthcare Excellence Canada (HEC), is proud to announce David McLaren, CFNHM, CIL, as the recipient of the 2025 Excellence in Health Leadership Award – Innovative Leaders. The award was presented jointly by FNHMA CEO Marion Crowe and HEC President and CEO Dr. Jennifer Zelmer during the 13th Annual FNHMA National Conference in Montreal.
Mr. McLaren, Health Director of Kebaowek First Nation, has dedicated nearly four decades to advancing the health, safety, and well-being of First Nations communities. Beginning his career in community policing and later serving as an Economic Development Agent, David’s leadership journey is defined by service, innovation, and a deep respect for culture and community.
Since 2002, David has led Kebaowek’s Health Department with vision and integrity, guiding his community to become the first in Canada to operate under the Flexible Funding Agreement model. Under his leadership, Kebaowek recently celebrated the opening of a new community health centre, a testament to his long-standing advocacy and determination to expand access to care for his people.
Beyond his local impact, David’s leadership resonates nationally. He has served as Vice-President of Health for the First Nation of Québec and Labrador Health and Social Services Commission, and as Vice-President of the Board for the Centre Intégré de Santé et des Services Sociaux de L’Abitibi-Témiscamingue, where he continues to strengthen partnerships between First Nations and provincial health systems. A founding board member of FNHMA, David has been instrumental in shaping the association’s growth and its competency framework for health managers across Canada.
